This is a massive theory that I came up with ever since watching Season 2 of Camp Cretaceous: the theory that none other than Eli Mills has been the CEO of Mantah Corp all this time. However, now that Season 3 has already been released, and the Season 4 trailer was released, it seems as if this theory has gathered more, more, and more information than before. …But now, we've got Season 3 and the Season 4 trailer released, so it's time to shed some new light.
I saw some posts on Kenji's father (who I'll refer to here as Mr. Kon) possibly being the one running Mantah Corp; he's a very powerful and rich man who has a penthouse on Isla Nublar, met the US President once, and there's a desert image that looks similar to the image of the new island. However, I disagree. For one, Mr. Kon doesn't sound like the type of cruel man who would do anything so despicable to the Gutierrez family, as Mantah Corp did in the past. He's a rich businessman who owns a penthouse on Isla Nublar and is Kenji's father; that's literally all we know about him. Also, if he were running Mantah Corp, it'd likely be a very different company than the one we're used to; why would InGen allow him to build a penthouse on their island? Probably because he isn't willingly working for Mantah Corp, though it's possible he's working for them as an inside job to gather evidence against them. If Mr. Kon was the Mantah Corp CEO, InGen and Mantah would likely be allies instead of rivals.
Also, the Scorpios rex. This is the very first genetically-modified hybrid dinosaur that was ever created. It's made clear in the Season 3 episode "Whatever It Takes" that Mills was the one who was indirectly behind the creation of the Scorpios, as Hawkes asks Mills would be very interested in the specimen, but Wu objects and makes it clear that Mills no longer has any plans for it, but he could make an "improved version", which would foreshadow the Indoraptor to prepare for his illegal auction years later. Mills very clearly wants Henry Wu's laptop for something morally dubious, and since the laptop was destroyed, it would explain why the Indoraptor wasn't completed until two-to-three years later in Fallen Kingdom. Mills' men even make an appearance in Season 3 and considering many users have wanted to see Mantah Corp in the season, it's very possible that they wouldn't introduce themselves as such because they wouldn't want anyone to know it's them who's doing some evil activity.
What reason would Mills have for sending the Mantah Corp operatives to Sammy Gutierrez's family, threatening that they would take away their ranch if they don't send Sammy as their spy at Camp Cretaceous? Well, let me explain. A ranch is a massive farm where livestock is raised, and it can span millions of acres. It's mentioned back in Season 1 that the Gutierrez family supply beef for Jurassic World, implying that the animals are sent to be eaten by carnivores. Also, it fits in with Mills' character to do this to them because he is a very shady individual, and he's all about making money, so I highly doubt he let them keep their land and money and instead had Mantah Corp take it away from them anyway. What purpose would he have for their ranch? To make an illegal dinosaur preserve out of it to breed dinosaurs for warfare. That explains why he was so desperate in selling dinosaurs at his auction, but especially the Indoraptor; he'd want to set up various different bases around the world to make more money for his corporation. As the Mantah Corp CEO, he could potentially make much more money out of the ex-ranch, and that's all he cares about: money.
In addition to that, Colin Trevorrow has stated that we don't have to worry about Bumpy, so where could she have gone? My answer is that she was one of the dinosaurs that were captured by the mercenaries and taken to Lockwood Manor. The first instinct she'd have after Ben left her behind would probably be to go back to the Ankylosaurus herd that shielded her from the Scorpios rex, so it'd be very easy to find them and capture them. Ken Wheatley even says, "The bigger herbivores are easy to find," so an especially rare Ankylosaurus is exactly the type of thing that Mills would want to sell at his auction.
And finally, the anticipation that was built up with Season 4. The Camp Fam travel to a whole new island with a lot more drones that are presumably for Mantah Corp, and also a robotic creature in the background. What use would Mills have for this robotic creature? Well, first of all, he wants to sell dinosaurs for warfare, and all the new technology we've already seen in the trailer insinuates that Mantah Corp is up to something big, and the robotic creature seems to be directly controlled by Mantah. It's possible that they were developing a type of technology that would allow people to hijack the dinosaur brains and use them as weapons of war Jaegar-style, which would allow for minimizing the chaos.
The holographic projection could potentially be the Mantah Corp headquarters; it would make sense they would want to keep their location secret so no one would foil their plot, and I also think it's very likely that, due to the drones surrounding the scarred Tyrannosaurus as it walks through the forest, Mantah is pitting dinosaur fights against each other to see which one to sell illegally. Perhaps this new island is where the Indoraptor was created and tested before being brought to Lockwood Manor, and with the appearance of the Smilodon, it would imply that Mills hasn't been limited to breeding just dinosaurs, but different creatures from all different kinds of eras. Also, since Mills was mentioned back in Season 3, and it's rumored a second live-action character will appear in Season 4, we can expect Mills to make his appearance once again, very, very soon.
There's one thing that could be a problem with this theory: if Mills had Dr. Henry Wu create the Scorpios and is the Mantah Corp CEO, why would he want Sammy to steal from his info in the lab? Well, here's a logical explanation for this: Mills never trusted Wu from the start. Why wouldn't he? Because Mills was a very impatient man, and he was so sick of Wu telling him that he needed to be patient for his plan to come into fruition because Mills wanted the money as fast as possible. In Fallen Kingdom, they have an argument about that, with Wu even telling him, "It's not a sprint, Mr. Mills. It's a marathon."
In that case, it would seem logical for Mills to want to replace him with another extremely intelligent scientist to do his dirty work. However, he was sure he couldn't find a candidate to replace him, but he kept thinking and thinking until he finally someone to replace him: Eddie. Yes, the Eddie from the Season 1 episode "Happy Birthday, Eddie!" who was devoured by the Indominus rex, and one of the scientists who helped Wu create the Scorpios rex and was already speculated by Brooklynn to be working for Mantah Corp. According to this theory, Eddie was absolutely working for Mantah Corp, and he was doing his double-job pretty well until he was eaten alive by the Indominus, which would mean Mills had his men go to the Gutierrez family after he saw Eddie as a potential candidate to replace Wu.
So, if all of this turns out to be true, what is Eli Mills and Mantah Corp's endgame goal? To expand their business and use the samples from Sammy Gutierrez to create more dinosaurs and breed them for warfare, all because of their insatiable greed, and one way or another, the Camp Fam would have to face him as their biggest threat yet. Mills is a monster, through and through.
