That rumor is just the plot of Trespasser 2 "Jurassic World". It was supposed to feature a more evolved version of the JP3 Velociraptors, now fully feathered. It was that the dinosaurs' bodies were attacking the replacement genes from frogs and lizards and stuff and replacing them with normal ones. It was basically torn apart to make the Jurassic World Trilogy.

I'm doubtful that that's even a Mattel toy. That "Utahraptor" does not match the art style of Mattels other JW toys.
