Mills eaten by Tyrannosaurus and Carnotaurus.

Eli Mills was the main antagonist of Jurassic World: Fallen Kingdom. He was a businessman who was in charge of the Lockwood Estate's fortune on behalf of Sir Benjamin Lockwood. Mills secretly sought to save the dinosaurs from Isla Nublar in order to sell them to the highest bidders and also backed the creation of the Indoraptor, a weaponized prototype hybrid dinosaur that Mills sought to be the start of further dinosaur weapons. However his plans were thwarted by members of the Dinosaur Protection Group who freed the dinosaurs and Mills himself was later killed and eaten by the Tyrannosaurus rex. Mills was portrayed on screen by English actor Rafe Spall.

Personality

Eli Mills was shown to be a businessman above all else who was accepting of his actions as being evil. Rather than justifying his actions by claiming he was morally good, Mills openly expressed and acknowledged his actions to be considered evil. However Mills pointed out to Claire and Owen that he was one to admit doing these things for money whereas Claire and Owen didn't consider how they too contributed to harm towards dinosaurs. However his own actions are so poorly thought out that he pretty much embody everything he claimed to hate. 

Mills initially projects a facade as a kind and sweet natured businessman if a bit awkward when interacting with Claire Dearing. However, his kind first impression was merely a facade under which he is a classic corrupt businessman; ruthless, backstabbing, cunning, treacherous, manipulative and deceitful, devoid of all ethics or inhibitions in the pursuit of profit. However he was a rather ordinary man in spite of his villainy and accepting of the reality of making money. However, he is a weak and cowardly, yet deranged and childish man devoid of reality itself. 

He described himself as "young and idealistic" when first hired by Lockwood, and was chosen for this reason. However years managing Lockwood's fortune and overall getting older seemed to have changed his former idealism into practicality or so he told himself.

Background

Eli Mills went to college and graduated, likely majoring in business and finances. He impressed Sir Benjamin Lockwood, a wealthy philanthropist and the former business partner of John Hammond in creating the technology to clone dinosaurs from ancient DNA. Mills was then brought on and hired by Sir Benjamin to help manage his vast fortune on his behalf as Sir Benjamin was advancing in age and his health was in decline.

Mills lived at Lockwood Manor and there he befriended Sir Benjamin's young "granddaughter" Maisie Lockwood. Given Mills' age and assertion he was hired right out of college, Maisie was likely born around the time of his hiring by Sir Benjamin. Mills was aware of the truth of Maisie's origin as a clone of Sir Benjamin's deceased daughter who was killed in a car accident alongside her husband in the 1990s. This was done by Sir Benjamin using the technology avaliable to him in the subbasement of Lockwood Manor that was still capable of cloning.

In the years following, Mills saw the importance of accepting that the dinosaurs and the cloning technology forever changed the world and could be used for profit. As the protector of Lockwood's fortune Mills saw the need to expand it by investing in dinosaurs and possible dinosaur weaponary. After the fall of Jurassic World, Mills secretly took in Henry Wu - the former Head Geneticist at Jurassic World who created the hybrid Indominus Rex - and gave him shelter at Lockwood Manor in order to continue his work creating dinosaurs. To that end, Mills sent mercenaries to acquire a ribbone of the Indominus Rex's remains which Wu used to create "The Indoraptor ", a hybrid of the I. Rex and velociraptor which was a prototype that needed to be perfected.

Sir Benjamin also began to see the need to take responsibiity for the dinosaurs and Mills cooperated in helping Lockwood fund an operation to save the dinosaurs after the fall of Jurassic World from the ensuing eruption of Mt. Sibo. Mills' true plan however was to secure the dinosaurs for sale and to aquire the velociraptor Blue which Wu theorized could be a better template for a perfect obedient Indoraptor. Mills also began plans for hosting an auction at Lockwood Manor to be hosted by black market dealer / businessman Gunnar Eversol.

Prior to the events of Fallen Kingdom, Mills actually met Claire Dearing at a fundraiser hosted by Lockwood. 

Jurassic World: Fallen Kingdom

Mills first appears in the film as a kind and supportive resident of Benjamin Lockwood's Manor, as he was employed by Lockwood to be entrusted with the mansion. He was also eager to help Claire Dearing with her plan to rescue the dinosaurs off of Isla Nublar, noting they can only save 11 species (but more if there's time). He also suggested recruiting Owen Grady for the mission, as he can help save Blue, the last living Velociraptor.

The mercenaries under his employ initially cooperate with the Dinosaur Protection Group but turn on them the moment Blue is found and captured. Mills has them left behind on the island to be left for dead by the erupting volcano, having outlived their usefulness and to eliminate witnesses. He was shown becoming increasingly abusive towards Maisie Lockwood due to her always sneaking into his business. He also intended to use dinosaurs as a template for creating deadly bioweapons with help of Henry Wu.

Before the auction begins, he contacts professional auctioneer Gunnar Eversol to help run it, who is initially reluctant due to the late arrival of the dinosaurs. Unknowingly, Maisie Lockwood discovers this and tells Benjamin about it. Despite Benjamin initially brushing the information aside, he later reprimands Mills in his bedroom about selling off the dinosaurs instead of relocating them. While Lockwood commands Mills to calls the police on himself for his action of betrayal, he instead smothers his master with a pillow, causing his amber cane to shatter onto the ground.

In the mansion's underground laboratory, Mills and Henry Wu discuss the newly created hybrid, the Indoraptor. Wu warns him that the Indoraptor is not a viable product as it is an unstable prototype; however, Mills refuses to listen to him. He and Ken Wheatley later confront a captured Owen and Claire in the manor's holding cells where he mocks their efforts to save the dinosaurs and not seeing the potential they hold as weapons. They are furious at being manipulated and almost killed by him, as well as disgusted by the fact that he only sees the helpless dinosaurs as money to be made. Owen at one point threatens to break Mills' arm by grabbing it through the bars, but Claire stops him only so that she can hurt Mills herself, which she does by yanking him face-first into the bars by his tie. Following this exchange, Mills implies that he doesn't intend to let either of them live, stating that, as far as the outside world is concerned, they both died on Isla Nublar when Mt. Sibo erupted.

As the auction rolls out, Mills and Henry both observe the auction taking place, with the former focusing on the millions generated by the event. At the auction's halfway point, Eversol decided to tease the weaponized hybrid, causing a rift between Mills and Wu. Despite Henry warning Mills about the dangers of selling the Indoraptor, Mills continued with the process after a bidder made a hefty bid of $20 million for the prototype. After the final bid, the Indoraptor was sold. But suddenly, an escaped Stygimoloch, Stiggy, sabotaged the event, causing a panicking frenzy. Mills was shocked that Owen escaped and sabotaged the auction. Mills ordered his men to try to have the Indoraptor delivered to the buyer, but Owen prevented it by reversing the track and stopping the cage. As Owen deactivated the circuitry to the track, Mills fled the scene.

Mills and his two men ran into Owen, Claire, and Maisie during his escape attempt. Furious over Owen and Claire spoiling his plans, he intends to kill them, but demanded them to hand over Maisie to him first. When they refused, Mills cruelly reveals that Maisie is actually the clone of Lockwood's deceased daughter and the reason John Hammond and Lockwood ended their partnership was because Hammond never believed in human cloning. Before his men can kill Owen and Claire, the Indoraptor blindsides the mercenaries and takes off with them, causing Mills to retreat. 

Accompanied by two mercenaries with Mills holding the Indominus rex DNA sample, he attempted to make his escape from the Lockwood Manor with the intention of continuing the hybrid program. However, he was soon to learn the hard way that tangling with nature was unwise. A battered Mills narrowly escaped a stampede of captured dinosaurs released by Maisie by hiding under a van, though his two subordinates were killed. After the threat passed, he tried to retrieve the Indominus sample only to be ambushed by the T. rex of Isla Nublar, which grabs him with its jaws and crushes him between her jaws. As Mills screams in pain and terror and pounds at the Tyrannosaur's lower jaw, he is finally killed when the Tyrannosaur delivers one final crunch, separating his legs from the rest of this body. Then a Carnotaurus then appears and snatches his leg. The T. rex then scares the Carnotaurus away by headbutting it, forcing it to drop Mills' leftover leg, which then attracted several Compsognathus. The T. rex then roars in triumphant victory.

After devouring Mills, the T. rex tramples the Indominus' DNA samples, crushing it, and carelessly fleeing into the wilderness, ensuring an end to all future hybrids once and for all.
