Sheriff William James Tobias, better known as Will Tobias, was an American Sheriff in charge of a small unincorporated town located somewhere in the Southern California desert regions. At some point in 2011, Tobias led a combined investigation with the FBI and Paleontologists against a case of murderous Pteranodons terrorizing the region. At the end of his efforts, Will was killed by a Pteranodon at the San Diego Zoo.
Will Tobias featured as the main character of the IDW Publishing comic series Jurassic Park: The Devils in the Desert.

William James Tobias was born and raised in a small community located somewhere in the desert regions of Southern California. Will was once high school sweethearts with Sara Cullen and this fact was known by much of the townsfolk. However, the two broke up after graduating - what Will called a "big blow up" -l and Will enlisted in the Army. He was deployed on two tours in the Gulf War in the 1990s.
When Will returned to town, Sara Cullen had become Sara Franklin, wife of Eddie Franklin who had purchased the old Anderson Spread. Will did not pursue Sara and remained single for the rest of his life. With his military experience, Will was able to enter local law enforcement and eventually became the Sheriff of his unincorporated community. His deputy was Daniel Jackson and Liz was their secretary.

Will was on the phone at the Sheriff's office when young Tyler Franklin rode in on horseback to ask for his help. Tyler's father, Eddie Franklin, had sent the boy all the way into town to report fifteen cattle mutilations on their ranch. Tyler informed him that the mutilations were in the south quarter of their spread over fifteen acres. He ordered his deputy Jackson to go return Tyler's horse to their homestead while he and Tyler went by car to where his dad was. However Will and Tyler found no sign of Eddie and only the bones of cattle and a half eaten horse. Tyler cried in horror realizing it was his father's horse Polly and Will had to hold the boy back. He drove him back home to his mother, Sara, and to his chagrin there was no sign of Eddie either. He promised Sara he and Jackson would keep looking for Eddie but cautioned her to take Tyler into town for safety.
Later investigating the site, he & Jackson found no signs of usual predators or mutilations. The two would stumble upon the tracks of an unknown animal which likely was behind the killings. Tobias then left to inform Sara and her parents, the Cullens, of what they found and that Eddie was more than likely dead given the state of his horse which caused Sara to break down. As Will tried to leave he was stopped by Arthur, Sara's father, and asked about taking care of Sara in the wake of the loss of her husband. Since Sara hated her marriage to Eddie but couldn't get a divorce due to being Catholic, he suggests now Will and Sara could get back together.

- So far Will Tobias remains the only main lead protagonist of any Jurassic Park media (canon or non-canon) who actually dies during the events of his story.
- Will may have been a Christian of an unknown denomination as he received a Christian styled funeral.
- Sheriff Tobias being a small town Sheriff may be a reference to the Western genre as Sheriffs are one of the archetypical heroes that feature in western novels and film.
- Design and character wise, Will Tobias may be modeled after Andy Taylor, the sheriff of Mayberry and the main character of the The Andy Griffith Show. Like Taylor, Will is (either knowing or unknowingly) the father of a young son and a Sheriff in charge of a small town.
